Wood Brothers to honor Daytona 500 winning team

Wickens leads the way again at Paul Ricard  Carlin’s Robert Wickens set the pace yet again today on the second and final day of testing at the Paul Ricard circuit in the south of France. The Marussia backed driver improved on his pace from yesterday to set the quickest time of the two day test this afternoon. Team mate Jean-Eric Vergne was also amongst the front runners throughout the duration of the test, completing a strong outing for the Carlin team and finished the day sixth quickest.

A second day of dry running allowed the FR3.5 drivers to continue their test programs in Paul Ricard this morning, in the final pre-season official test of 2011. Dallenbach, the son of a longtime open-wheel racer and CART chief steward, is among the additions to VERSUS' extensive broadcast lineup of the IZOD IndyCar Series and Firestone Indy Lights for 2011. He'll join Bob Jenkins and Jon Beekhuis in the booth.

"When NBC did not renew the NASCAR deal four years ago, I remember driving to Talladega from the Atlanta airport with (then-NBC Sports coordinating producer) Sam Flood and I remember the conversation like it was yesterday," Dallenbach says. Andretti team adds Winslow  Andretti Autosport announced today it has signed James Winslow to drive in a Firestone Indy Lights entry at the Honda Grand Prix of St. Petersburg on March 27. 

Winslow, a 27-year-old driver from Witham, England, won three championships in the span of three years-the Asian Formula Three Championship and the Formula Asia V6 Championship and the Australian Formula 3 Championship. He also won the British ARP Formula 3 Championship in 2004, with a total of 10 race wins. 

Winslow made six starts in the 2010 Firestone Indy Lights season, with a best finish of fifth place at Watkins Glen. He began racing go-karts at age 9 and claimed five national karting championships in Britain from 1991 to 2001. More ...

INDYCAR's Van de Sandt to serve as Star Mazda race director  Star Mazda race control will have a distinct INDYCAR flavor in 2011.

Bill Van de Sandt, who serves as INDYCAR's director of operations and a member of the INDYCAR Race Control team, will serve as the race director for the Star Mazda Championship presented by Goodyear.

"I don't see it will be any different than officiating an IZOD IndyCar Series race or a Firestone Indy Lights race," said Van de Sandt, who has helped officiate IZOD IndyCar Series and Firestone Indy Lights events from race control for the past two seasons. "We'll use the same procedures across all three series and hopefully, there is a consistency in the way we officiate the races across the board.

"After two years with Brian (Barnhart) and Tony (Cotman) in race control,  I understand what to look for when you are directing a race. Brian and Tony keep it very consistent between them and what they've taught me is the proper procedures to use, whether it's working with the Safety Team or Timing & Scoring or pit techs or situations on the race track. They've taught me the right way to officiate and when to implement hard rules or when to be lenient."

Van de Sandt first learned of the position when INDYCAR officials as he helped Cotman and Tony George Jr.  identify the right person to serve as Star Mazda's new race director. It turns out that he was the right person for the job.

"Tony Cotman and Tony Jr. asked me if I'd like to do it and I said absolutely," Van de Sandt said. "But I only wanted to do it if I could give it the attention that it deserved while not taking away what I need to do for INDYCAR. We came up with a solution, delegated some the duties and figured we could do it and move forward."

Van de Sandt has already implemented several procedures that mimic those used by INDYCAR officials with the idea that drivers will learn the right way to act when they move up. At Star Mazda's Open Test at Barber Motorsports Park, series officials used the alternate start/finish line that is often used on road and street courses by the IZOD IndyCar Series and Firestone Indy Lights

"It's my goal that a Star Mazda driver will know what to expect when they move up to Firestone Indy Lights or the IZOD IndyCar Series," Van de Sandt said. "The rules will be the same. The procedures are the same. The drivers will be used to it and it should be consistent all through their career in INDYCAR and the Mazda Road to Indy."

IZOD IndyCar Series Prepares For Side-By-Side Restarts Debut In St. Pete  Drama will be intensified on the streets of St. Petersburg, Fla., when the IZOD IndyCar Series debuts side-by-side restarts during the Honda Grand Prix of St. Petersburg.

Officials of INDYCAR, the sanctioning body of the IZOD IndyCar Series, have worked with teams and competitors to refine the procedures. Based on input from fans and teams, the series has opted to not adopt a "free pass" system for the first car a lap down during caution periods.

Side-by-side restarts will be utilized at all 17 events. Once a race is under caution, all cars will line up nose-to-tail behind the Safety Car. When the running order is confirmed, the pits will open for service for all cars, regardless if they're on the lead lap or not. Pits will remain open throughout the caution. More ...

Graham Rahal happy team gets IndyCar money
The IZOD IndyCar Series announced today its 22 confirmed full-time Leader's Circle entries eligible for TEAM (Team Enhancement and Allocation Matrix) financial foundation for the 2011 season. 

"Credibility on the track remains top priority as we strive to continue to deliver the best racing to our fans," said Randy Bernard, chief executive officer, INDYCAR.  "Once we confirmed we had 21 of the 22 Leader's Circle entries returning full-time this season, we began to look at other full-time entrants based on a variety of criteria including commitment, stability and performance. We decided to award the final Leader's Circle spot to the No. 38 Service Central Chip Ganassi Racing car with driver Graham Rahal."

TEAM is limited to the top 22 entrants in the final IZOD IndyCar Series entrant points from the 2010 season. Should an entrant from the previous season not take its place fulltime on the grid the following season, INDYCAR can award the remaining spot at its discretion.  Each Leader's Circle entrant is assured approximately $1.2 million through the program.

Las Vegas ticket info available at new site  A microsite (http://indycarworldchampionships.com/) has been created for spectators to receive information where to redeem IZOD IndyCar Series race tickets to be eligible to receive a complimentary ticket and for fans seeking to purchase tickets to the IZOD INDYCAR World Championships at Las Vegas Motor Speedway on Oct. 16.

The IZOD IndyCar Series champion will be crowned following the 200-lap race on the 1.5-mile, high-banked oval. For the past five years, the title hasn't been decided until the season finale. Based on driver predictions, that's likely to be the case again in 2011.

Fans purchasing a ticket to any IZOD IndyCar Series race during the season are eligible to receive a complimentary ticket (limited to the first 80,000 tickets) by stopping by the IZOD IndyCar Series Fan Village or other designated locations on race day, at racetracks in the U.S. and at Toronto. Green light for 2011 China race  (GMM) China's Shanghai circuit has received the green light for its 2011 race.

The April event was originally given only a provisional date on this year's calendar, pending an FIA inspection to approve improvement works at the seven-year-old venue.

It was reported that the main improvement at the $240 million facility was in the area of track subsidence and drainage.

Subsequently, organizers inked a new seven-year deal with Formula One Management.

On Wednesday, FIA inspectors headed by Charlie Whiting checked the Hermann Tilke-designed circuit and issued a new license, the Shanghai Daily reported.

Promoter Juss Event Management confirmed that the new license is valid for the next three years.

Herbert confirmed as Melbourne Race Steward  Former Grand Prix winner Johnny Herbert will be making his fourth appearance as an FIA race steward in Australia this weekend, after taking on the role infrequently last season. The 46-year-old was a part of the stewards’ panel at Malaysia, Turkey and Brazil in 2010, and has accepted the request to take on the role once again.

The Essex-born driver began his Formula 1 career at Benetton in 1989, scoring points in his debut race at the Brazilian Grand Prix. He then went on to secure drives at outfits such as Team Lotus, Sauber, Stewart and Jaguar Racing.

Herbert’s biggest success came in 1995 while driving for Benetton, with the Briton achieving four podium finishes, including two victories - at the prestigious venues of Silverstone and Monza - en route to fourth place in the final championship standings.

Dale Coyne building strong team staff.  UPDATE In preparation for the upcoming 2011 IZOD IndyCar season, Dale Coyne Racing has announced a strong line up of top management additions for their Illinois based operation.

Phil LaPan has joined DCR as Team Manager.  Phil was previously the Team Manager of Forsythe Racing during the past 15 years.  Phil brings a wealth of experience from his multiple race wins and Championship season with such drivers as Jacques Villeneuve, Teo Fabi, Greg Moore, Patrick Carpentier, AJ Allmendinger and Paul Tracy.

County could set up a tax financing district to pay for Austin F1 roadway  Travis County commissioners are considering creating a tax increment financing district to help pay for infrastructure improvements near the Formula One Grand Prix circuit being built southeast of Austin.

Under the proposed plan, the county would dedicate gains in property tax revenue from the project to pay off financing for public improvements surrounding the track. Because the 3.4-mile Grand Prix circuit lies outside of Austin, it would be up to Travis County to create the zone.

Tax increment financing "enables you to raise a fairly large amount of cash immediately," County Judge Sam Biscoe said this week. "You issue debt, and you use the (increased) revenue to pay off that debt."

"I think it's a great idea," said Richard Suttle, an attorney who works with the track's developers. "I think it's getting some traction." More ...

IndyCar lifts cap on grid size  Randy Bernard changed his mind on how many cars can start IndyCar races this season. Two weeks after capping the field at 26 cars at most venues, the CEO sees the downside to sending home slower teams.

Thus, any competitor who meets the minimum speed requirement in qualifying will be allowed to race, although those beyond 26 won't be paid by the series.

"It's one thing to lose the money; it's another thing to embarrass a sponsor or upset a sponsor," Bernard said. More ...

Marussia Virgin Racing is pleased to announce that Sakon Yamamoto will be the team’s Reserve Driver at the opening Formula One Grand Prix in Melbourne this week and for the next two rounds of the FIA Formula One World Championship in Malaysia and China.

The 28 year old Japanese driver has competed in a total of 21 Formula One Grands Prix since the 2006 season. His most recent F1 team experience was gained with Hispania Racing where, as Test Driver, he substituted for the team’s regular drivers Bruno Senna and Karun Chandhok at several of the races last season.

Sakon began his career in Formula One in 2005 with Jordan GP, and brings a great deal of experience after having gone on to hold the position of Test and Race driver with Super Aguri F1 Team in 2006 and 2007 and as Development Driver with the Renault F1 Team in 2008. More ...

Part owner of Roush Fenway changes name  The parent company that owned the Boston Red Sox, Liverpool FC and half of Roush Fenway Racing has changed its name to Fenway Sports Group. The umbrella group owned primarily by John W. Henry and Tom Werner was formerly known as New England Sports Ventures. Company officials said it was assuming a new corporate name to better reflect its reach into NASCAR and English Premier League soccer. Fenway Sports Group had been the name of NESV's marketing arm. Scott Speed’s lawsuit against Red Bull Racing for releasing him after last season continues in the North Carolina court system. Among the various items presented by both sides are parts of the contract Speed had with the team.

Unlike contracts for athletes in many pro sports, details of driver contracts are rarely publicized. Typically, the only time details from driver contracts emerge is in court as is the case this time.

Toyota and Honda extend plant closures in Japan  Toyota Motor Corp. and Honda Motor Co. have again extended their auto-production stoppages in quake-ravaged Japan.

The two automakers had said production would be halted at least until the middle of this week, but now don't see a resumption in making vehicles before the start of next week.

Nissan Motor Co., Japan's second-largest carmaker, plans to resume production of vehicles at five Japanese plants on Thursday for as long as its supplies last. More ...

St. Pete GP has plenty of action for fans  After months of anticipation, ”the World’s Fastest Spring Break Party”, 2011 Honda Grand Prix of St. Petersburg begins this week with a full lineup of festivities to celebrate the start of the IZOD IndyCar Series season. The high-powered event will feature a variety of media and fan-friendly activities beginning on Thursday, March 24.

“The off-track entertainment is as big as the actual racing, making for a bigger and better event each year,” said Tim Ramsberger, Vice President and General Manager of the Honda Grand Prix of St. Petersburg. “From driver appearances to interactive activities, charitable causes and racing, we hope this event will to set the bar high as the season begins.”

Smedley lends hand to F1 in schools  Rob Smedley was announced as an F1 in Schools patron on Tuesday afternoon, with the Manchester-born man set to join a number of key paddock figures who are already involved in the scheme. After offering his support to the project in the past, Smedley was given the opportunity by founder Andrew Denford ahead of the 2011 season.

F1 should press 'rain button' during races - Ecclestone  UPDATE
Ecclestone calls for artificial rain systems
Formula 1 commercial rights holder Bernie Ecclestone has reiterated his plans to implement artificial rain in the near future, with the intended sprinkler systems aimed at creating an even better spectacle. After admitting that he thought the idea may have been 'a little crazy' at first, the F1 supremo is now more confident over its success after receiving a substantial amount of backing for his unique proposal.

"I thought maybe at the beginning it was a little crazy (the idea of artificial rain) but it's surprising how much support that idea is getting now," Ecclestone explained on BBC Radio 5 live. "Providing we do it so nobody would know when it was going to happen, like when it rains, I think it would make for a lot of entertainment.

"Whether or not it would make it more exciting, I don't know. Until you have done these things it's impossible to say but I thought last year was a super season." More ...

INDYCAR Names Will Phillips Vice President Of Technology  IndyCar announced today that Will Phillips has joined the sanctioning body of the IZOD IndyCar Series and Firestone Indy Lights as Vice President of Technology.

Phillips will oversee the direction and implementation of the technical rules package for the next generation of IZOD IndyCar Series car and their enforcement starting with the 2012 season. Additionally, Phillips will chair the INDYCAR Engine Committee, a group of representatives from IZOD IndyCar Series engine manufacturers that meet several times a year to discuss goals and emerging technologies while developing a roadmap for the future.

National Speed Sport News, the weekly racing magazine headed by legendary motorsports journalist and publisher emeritus Chris Economaki, will discontinue publication of their print edition immediately. Subscribers were informed of the announcement in a letter from publisher Corinne Economaki in the final issue dated March 23, 2011.

Wickens sets the pace at Paul Ricard

Carlin’s Robert Wickens set the pace around the Paul Ricard circuit today, during the first day of Formula Renault 3.5 testing at the French circuit. Jean-Eric Vergne was also a consistent front runner and was second quickest this morning mate and third quickest this afternoon.

Following the torrential rain that plagued the FR3.5 tests at Barcelona last week, it was somewhat of a relief for the Carlin drivers this morning when they were faced with dry conditions at the Paul Ricard HTTT in the south of France. Despite grey and overcast conditions, the track remained dry throughout for another day of collective testing.

Both Wickens and Vergne waited until the end of this morning’s session to show their potential, with Wickens topping the time sheets with a time of 1’51”095 while Vergne – who was quickest last week in Barcelona – was second quickest. More ...

Brundle sets the pace in pre-season Silverstone F2 test  The FIA Formula Two Championship came to Silverstone, the home of the British Grand Prix, for its first pre-season test today (22 March), and 22 drivers were present to take part. 20-year-old Briton Alex Brundle recorded the fastest time of the day in the afternoon's overboost-enabled session, finishing three tenths of a second clear of the field. Brundle was also impressive in the morning, finishing second behind countryman Jack Clarke.

"It's always nice to be on top and now we've just got to stay there," said Brundle. "I'm not getting complacent by any means and I've got to keep pushing at the Snetterton test (next Wednesday). We had a decent race car at the end there today and I pulled it out the bag a bit on the lap but I still need to build more consistency. Dumber than dumb club  A 49-year-old man is in Sullivan County, NY Jail without bail after authorities say he showed up for a court hearing on a felony DWI charge drunk and carrying an open can of Busch beer, plus four more cans in a bag.

The Middletown Times Herald-Record reports that Keith Gruber of Swan Lake was an hour and a half late for his court appearance Monday before Sullivan County Judge Frank LaBuda, who asked him if he enjoyed his "liquid lunch."

Gruber said he did, then said he was sorry. LaBuda sent him to jail with no bail. It was obvious he was intoxicated," LaBuda said.

Gruber, who has prior DWI convictions, was arrested on Dec. 27 in the town of Liberty and was out on $30,000 cash bail.

Scott Pye and Double R on top at Oulton Park  Australian charger Scott Pye boosted his and the Double R team’s fortunes today at Oulton Park in testing for the Cooper Tires British Formula 3 International Series, the 21-year-old comfortably the quickest man on the Cheshire circuit which will play host to the championship at Easter.

Pye’s Mercedes-engined Dallara lapped the 2.7-mile Oulton International circuit in 1m 27.621s, more than a second inside last year’s pole position time set by eventual champion Jean-Eric Vergne. Webber gained weight after losing 2010 title  (GMM)  Mark Webber has admitted he marked not winning the 2010 title by gaining weight and not exercising.

The Australian admitted he did a "Ricky Hatton" after seeing his teammate Sebastian Vettel win the championship -- a reference to a British boxer who famously gains weight and then loses it again between fights.

"For five weeks I relaxed and, if I felt like eating sausages, I'd bang them on," Webber told the Evening Standard.  "It was just good to take that time off as I'd not done it for a long time.

The event has another problem: Formula One is a dud spectator sport. The first GP I attended was in Adelaide in 1986. I planned to watch it as I would watch any sporting event: first-hand, up close. So I stood near the track. First, I was deafened; then I realized I had no idea whose cars were roaring past, nor who was leading or losing. Races can only be understood with help from a screen. Competitors' faces are hidden under helmets; drivers might be monkeys

It's a shame Julia Gillard's carbon tax isn't already in place. Another formula one grand prix is imminent. Revenue from those jumbo-loads of equipment, plus all that burning rubber and fuel could wipe out the national debt.

Still, it is possible to embrace the Albert Park event as a useful source of energy thanks to the hot air it generates. Australia's Mark Webber drives a car sponsored by a sugary drink, but that isn't the only bull (red or otherwise) at this circus.

Organizers of, and apologists for, the event - now in its 16th year, since being pinched from Adelaide - face an awkward double-whammy: fewer people are interested in it, yet it costs all Victorians more and more - $50 million last year, around $130 million over the past three. Ecclestone goes to New York, not Melbourne, for NY race
(GMM)  Bernie Ecclestone is no longer travelling to Australia for this weekend's 2011 season opener.

The F1 chief executive's office had previously confirmed that the 80-year-old would be in Melbourne, but reports on Tuesday said Ecclestone has headed instead to New York.

Melbourne newspaper the Herald Sun said New York mayor Michael Bloomberg issued the invitation following speculation the Victorian government wanted to offload its race due to rising costs.

Judge denies Red Bull request to throw out Scott Speed lawsuit

A North Carolina judge has allowed Scott Speed to proceed with his $6.5 million lawsuit against Red Bull Racing as she denied the race team’s request to make a judgment based solely on what each side has presented in court without any investigation into Speed’s claims.

Judge Sharon Barrett’s ruling came after a 35-minute hearing Monday in North Carolina Superior Court. She denied Red Bull’s argument that it could release Speed for not meeting the performance clause in his contract that states if he didn’t finish 15th in NASCAR's Sprint Cup Series standings he could be fired.

Barrett said there were enough allegations on whether Red Bull met its responsibilities that she could not make a ruling in favor of Red Bull and the case should continue through the investigative phase. Both sides can now begin depositions and there likely will be another request that the judge rule based on evidence and testimony gathered based on those interviews. More ...

Formula One cleared of $50m corruption payment  The outcome of the investigation, carried out by Ernst & Young and Freshfields, should stop the scandal casting a shadow over this year's F1 season which begins in Australia this weekend.

The investigation surrounded a payment of $50m (£30.7m) to banker Gerhard Gribkowsky after he represented German state-owned bank BayernLB in the sale of its 47.2pc stake in F1 to CVC. Almost free NASCAR tickets available at Wal-Mart to fill empty NASCAR seats  Wal-Mart is taking its low-price promise to NASCAR this season, partnering with nearly a dozen tracks to sponsor a special ticket package that includes four tickets, four soft drinks, four hot dogs and one souvenir program for $99.

The ticket promotion, which will be offered for 18 of 38 Sprint Cup races in 2011, serves as the first example of how Wal-Mart plans to activate its new licensing agreement with NASCAR.

The world’s largest retailer signed an agreement earlier this year that allows it to develop apparel, home goods and other products bearing NASCAR, driver and team imagery and marks. Bristol overnight TV Ratings down -19%  NASCAR on Fox posted a 3.9/9 Sunday for racing from Bristol. There are two relevant comparisons to last year. Yesterday's race was the fourth Sprint Cup points race of the season, and compared to last year's fourth race yesterday's 3.9/9 is down -19% versus a 4.8/11 for racing from Atlanta.

Yesterday's 3.9/9 is down -7% compared to last year's Bristol race. The effect of last week's early season bye week, which is always damaging, was even worse than expected this year. Sunday's 3.9/9 is -26% lower than the 5.3/11 that FOX earned for the Las Vegas race that preceded the bye.

Last year FOX came out of the bye week with a 4.2/9 for Bristol, which was just -12% lower than the 4.8/11 posted in Atlanta two weeks earlier. Competition from the NCAA Tournament does not appear to have been a major driver of the decline. Although the Tournament was generally stronger this weekend, the two windows that faced the Bristol race were up only +4% over last year (5.8/13 vs. 5.6/13). Despite this week's decline NASCAR is still pacing ahead of last year for the season-to-date. FOX has averaged a 5.7/12 for its first four races, up +10% over last season's.

Mateschitz expects Red Bull in front on Sunday  (GMM)  Dietrich Mateschitz on Monday said he expects a Red Bull to be at the front of the grid in Sunday's Australian grand prix.

Sebastian Vettel is the reigning champion in the new pace-setting RB7, and Austrian billionaire Mateschitz told Austrian news agency APA he expects more of the same success.

Porsche SE, the German automaker merging with Volkswagen AG (VOW), will sell the 918 Spyder hybrid sports car, its most expensive model ever, for $845,000 in North America and limit production to 918 vehicles.

The first cars, available for ordering starting today, will be delivered to buyers beginning in November 2013, the Stuttgart, Germany-based company said in a statement. The car will sell in Europe for 768,062 euros ($1.09 million). More ...

IZOD IndyCar Series Season Kicks Off Live on ABC

The IZOD IndyCar Series begins its 2011 season Sunday, March 27, on the St. Petersburg, Fla., street circuit and ABC will have a live telecast of the event starting at 12:30 p.m. ET. The race is the first of five that will air on ABC this season, including the 100th Anniversary Indianapolis 500 on May 29.

The telecast from St. Petersburg will include 30 minutes of pre-race with the green flag at 1 p.m.

Marty Reid will anchor with former IndyCar winner Scott Goodyear providing analysis. Reporting from the pits will be Rick DeBruhl, Jamie Little and Vince Welch. More ...

Whitmarsh hopes risky last-minute upgrade pays off  
Whitmarsh hopes last gasp effort helps McLaren's pace
(GMM)  Martin Whitmarsh is hoping a last-minute upgrade for McLaren's struggling MP4-26 will bring the 2011 car onto the pace this weekend in Australia.

Lewis Hamilton recently admitted the car is at least a second too slow, but on Monday team boss Whitmarsh said some radical changes have been implemented based on the disappointing results from winter testing.

He described the changes as "dramatic", following reports McLaren has accepted its ultra-radical exhaust system was too complicated.
