VW diesel recall plan announced -- but not for U.S.
Volkswagen has designed a recall repair for the diesel vehicles involved in its global emissions cheating scandal -- but not for U.S. vehicles.

The repair will involve a software update, according to a statement released by Volkswagen.

The company said a "service procedure" would be required to repair 5 million vehicles out of the 11 million total vehicles involved in the cheating.

F1 cars to be louder in 2016
The FIA announced new rules to increase the noise of cars. From '16, all cars must have a separate exhaust wastegate tailpipe through which all and only wastegate exhaust gases must pass. This move will not have any significant effect on power or emissions.

Other changes include cars now being required to comply with all cockpit and safety equipment requirements during testing; such as the position of the driver's head, all headrest padding, cockpit padding and ease of driver egress.

V8 Supercars schedule change
V8 Supercars has announced a change to its 2016 calendar following the decision by Formula One Management to move the Formula 1 Australian Grand Prix.

The Albert Park race was originally scheduled for March 31 to April 3 but has been moved to March 17-20 as part of a revised 2016 F1 calendar ratified at the FIA World Motor Sport Council in Paris.

V8 Supercars CEO James Warburton said the Tyrepower Tasmania SuperSprint at Symmons Plains Raceway would now be moved to April 1-3.

VW's diesel tax breaks could be a focus for U.S. prosecutors
Volkswagen's push to secure tax breaks that kick-started a market for its new diesel cars could now help U.S. investigators build a case against the automaker for deceiving the government about their emissions, lawyers said.

VW was among several automakers that lobbied the administration of George W. Bush to secure around $50 million in tax breaks under an incentive program that included the first wave of VW Jetta TDI drivers in the United States.

Tony Stewart today will formally announce his plans to retire after the '16 NASCAR Sprint Cup season, and that move combined with Jeff Gordon's departure after the '15 campaign means this generation’s "star power drain has begun," according to Jeff Gluck of USA TODAY. Other top names "aren’t getting any younger" -- Dale Earnhardt Jr. turns 41 next month, Jimmie Johnson is 40, Kevin Harvick turns 40 in December and Matt Kenseth is 43. 
 
In all, six of the top nine active drivers on the all-time wins list "could be gone" by '20. The new NASCAR "will feature battles between drivers like Brad Keselowski, Joey Logano and Kyle Busch," but none of those drivers "currently enjoy the fan following of a Stewart, Gordon or Earnhardt." It also "doesn't seem like many drivers coming up through the ranks have the charisma or personality to fill those shoes."

62-year-old Gene Haas, who now owns a team in both NASCAR and F1, says the FIA is a lot more democratic in how it functions than NASCAR.

"NASCAR is more like a dictatorship," Haas told AutoWeek. "They basically say, 'This is what we’re going to do,' and while they listen to your input, they ultimately make all the decisions. In Formula One, they have these strategy sessions where anyone can throw out any idea you want and then they vote on it.

"That's fundamentally different than NASCAR."

Formula E introduces Full Course Yellow system for season two
Drivers will maintain gaps to car in front under revised Full Course Yellow rules
The Formula E race director will have the power to declare a Full Course Yellow (FCY) period during season two of the all-electric racing series.

Under the FCY, the drivers will be limited to 50kph, must maintain the gap to the car in front at the same distance it was before the caution and proceed in single file. Overtaking is strictly prohibited.

The FCY will be declared by means of a board hung out at the marshals’ posts accompanied by a waved yellow flag. Any car being driven erratically or unnecessarily slowly will be reported to the stewards.

Verstappen passes driving test as he turns 18
Toro Rosso driver Max Verstappen turned 18th and passed his driving test on Wednesday.

"It's great to be 18 and to have a driving license," he said on his website. "That I'm finally allowed on the road on my own gives me more independence, which is great!

"I have to say it's a relief to pass the test. I was a bit nervous to make mistakes, but the exam went well."

"It's a moment of peace and I still think that way," he added. "However, if I want to go somewhere on my own, at least now I'm able to jump in my Renault Clio RS and go. That sense of liberty feels great."

It looks like Michelin may get its chance to be the F1 tire supplier again as they have been campaigning to do.  Paul Hembery claims Pirelli would consider leaving Formula 1 should Red Bull and Toro Rosso drop out.

"It would make us think very heavily, yes," said motorsport director Hembery when asked by AUTOSPORT whether Pirelli would consider its future if the two teams exited.

"To lose two high quality, well-funded, professional teams - and I can't imagine there would be immediate replacements, even though we have Haas entering next year - then you are going to be worried.

The Porsche Supervisory Board today also named Detlev von Platen as new member of the Porsche Executive Board for Sales and Marketing, effective November 1, 2015.

Melbourne confirms new date for 2016 season opener
(GMM)  Organizers of the Australian grand prix have confirmed reports that the 2016 season will kick off earlier than originally planned.

Earlier, we reported that despite Melbourne already selling tickets for an early April season opener next year, Bernie Ecclestone has re-shaped the provisional calendar to reinstate a full four-week mid-season summer break.

"We'll conduct the race on whatever date suits the requirements of the global F1 calendar except Easter (March 27).  Otherwise, we're open-minded," Australian grand prix corporation (AGPC) chief Andrew Westacott said.

Dieselgate just keeps on getting dirtier.

A little more than a week after the news first broke that Volkswagen had cheated on emissions testing in some of its diesel vehicles for years, the EPA announced it would toughen those tests for future vehicles -- for all automakers. The CEO has resigned, and an official recall is widely expected. Other automakers are being implicated as well.

What elevates the VW scandal above many of the other car recalls and problems of the past few years is how deliberate it was. Whether or not the CEO actually knew, VW cheated on its emissions tests to deceive regulators in a systemic, planned way, and even built "defeat devices" specifically tasked with doing so. Why would people at a company do such a thing, and why would they think they could get away with it indefinitely?

Dark, ominous clouds and steady rain washed over the Indianapolis Motor Speedway, adding a hint of fall chill to the air as the Verizon IndyCar Series community gathered to celebrate the life of fallen comrade Justin Wilson.

The weather, while common for the Midwest as summer turns to fall, proved symbolic for the evening, as drivers, teams and media attempted to find solace and contentment amongst the most tragic of circumstances.

Tuesday's "Celebrating of the Life of Justin Wilson" served as the final formal gathering for fans and friends of the Sheffield, England native, a chance to remember the good times had with Wilson, who died Aug. 24, before attempting to move on.

Question: With Jeff Gordon heading to the broadcast booth after his retirement from racing, could we see him calling IndyCar races in the future? (Robert, Los Angeles)

Answer: I've received a lot of these questions, particularly since it's become known that Tony Stewart is stepping away from stock car racing, too. The answer is no. Of course, we'd all love to see it happen, but Gordon chose another path in the early 1990s and Stewart left his IndyCar path to follow the stock car dream. Both will be 45 years old next year. I'm certainly not suggesting they couldn't do it; they certainly could, but they're not going to. Stew got five chances at the 500, most recently in 2001 with Chip Ganassi's team when he finished sixth. He started on the pole as a rookie in 1996. He also started on the front row in 1997. He knows he had chances; he'll settle for at least two Brickyard 400 wins.

Lawsuit against Stewart will remain in Utica, New York
The wrongful death lawsuit filed by the parents of Kevin Ward Jr. against Sprint Cup champion Tony Stewart will remain under the jurisdiction of the federal court that covers the home of the Ward family, a U.S. District Court judge ruled Tuesday. Stewart's attorney had asked for the case to be moved to Rochester, New York, which covers the area of Canandaigua Motorsports Park, where Ward's death occurred in a sprint-car race, instead of being heard in federal court in Utica, which covers the Ward family's home of Port Leyden.

Daytona begins installation of new, larger video display boards
As part of its ongoing commitment to improving the in-venue experience for fans, Daytona International Speedway recently began the installation of two new, larger video display boards in the infield. The new boards, each measuring 40 feet tall by 80 feet wide, will accompany the two existing infield video screens and collectively provide 8,470 square feet of viewing for fans in the new motorsports stadium.

Additionally, DIS will upgrade the video board and viewing experience in the Sprint FANZONE. The boards, placed using 3D modeling technology, will ensure an optimal viewing experience for fans. To hold the video boards in place, DIS will create a special structure measuring 80 feet tall by 80 feet wide.

Reigning MotoGP World Champion Marc Marquez was operated on this morning at the Universitario Dexeus Hospital in Barcelona, to treat a fracture to the fifth metacarpal of his left hand. The Repsol Honda rider suffered the fracture on Tuesday whilst mountain bike training on the outskirts of Cervera. The operation was carried out by Dr. Xavier Mir, Head of the Hand and Upper Extremities department of the Universitario Dexeus Hospital, who declared the operation a success. If post-operation recovery goes as expected, Marc should be fine to ride in the Japanese Grand Prix, which takes place in ten days’ time at Motegi.

This move will limit the number of ride-buyers a team can sign up - and hurt their bottom line
Organizers of the Formula E championship have announced that teams will be permitted to just two driver changes per car across the course of the campaign from the start of the 2015/16 season.

Some teams tweaked their line-ups on a regular basis in the 2014/15 season, with Andretti fielding eight different drivers and only four of the 10 squads retaining the same pair at every round.

Red Bull Team Principal Christian Horner said that "the team's engine uncertainty has now reached a 'critical' point with the program for their 2016 car already behind schedule," according to the Sydney DAILY TELEGRAPH.

Engine politics "continue to dominate the off-track agenda in F1 with Red Bull's impending divorce from Renault, and their ongoing wait to secure an alternative supply, putting the former world champions' future in the sport on the line."

Eurosport Signs Deal For Exclusive Rights To F1 World Championship In Portugal
Eurosport secured the exclusive TV and digital rights to the FIA Formula One World Championship in Portugal from '16-18. The deal with Formula One management covers all races, qualifying and practice sessions of the premier motorsports event for the next three seasons.

Eurosport will have access to multiple live feeds including coverage from cameras mounted on cars and from helicopters to enable the channel to broadcast the action from different perspectives and angles for TV and online viewers.

After meeting with Bernie Ecclestone about the lack of TV coverage for the Mercedes parade in front last weekend, Lauda said, "Bernie said it is our fault because we keep winning by too big a margin. I have to admit that is what happens when one car is out in front."

Mercedes Motorsport Exec Dir Toto Wolff hinted after the grand prix that "retribution might have been a factor." Ecclestone laughed off Wolff's complaints and said, "Toto is only upset because he wasn't on the telly. It is difficult just to show the leaders when they are miles out in front on their own with nothing much happening. ... There is no revenge. That is silly."

(GMM)  Romain Grosjean was on Tuesday unveiled as the "lead driver" for when the new American team Haas makes its debut in 2016.

The Swiss-born Frenchman will move from Lotus, where he has spent his entire F1 career, dating back to the Enstone based Renault works team in 2009.

"I liked the approach of Gene (Haas) and Gunther (Steiner) because it was different to what another F1 team would do," Grosjean said at Haas' Kannapolis base in North Carolina.

Eurosport bags exclusive F1 rights in Portugal
Eurosport has secured the exclusive TV and digital broadcast rights to Formula One in Portugal.

The new three-year deal, which runs from 2016 to 2018, will see the pan-European broadcaster replace Sport TV as Formula One's Portuguese broadcast partner.

The agreement covers all races, qualifying and practice sessions, with Eurosport set to have access to multiple live feeds including coverage from on-car cameras and helicopter footage.

FIA renews contract with Formula 3 promoter
The Federation Internationale de l'Automobile (FIA), the global governing body for motor racing, has extended its contract with Formel 3 Vermarktungs GmbH, the promoters of the FIA Formula 3 European Championship.

The new deal marks the first renewal of the agreement between the two parties, with the FIA having contracted the German company to promote the series in 2013.

An FIA statement said the new deal would 'result in securing the championship`s stability as well as predictability and strong perspectives for all its stakeholders on a long term basis'.

A.Well, I may have been a little keener than some of the other guys. But no, we wanted to get to work as soon as possible. It's a brand-new track for us, and so there's a lot of work to get done. No point in sitting around watching the track warm up.

Elkhart Lake -- Getting out of bed once was the most important goal. Then walking. Then hitting the gym. And then getting the doctors' OK.

Each of those steps James Hinchcliffe took over 4½ months was done with Monday in mind.

Finally the 28-year-old Indy-car driver was able to suit up, tighten his helmet and seat belts and become whole again.

"Once they unleashed me and let me put the hammer down a bit, it all kind of came flowing back pretty quick," Hinchcliffe said after turning his first laps in an Indy car since suffering life-threatening injuries in May.

Next month's Castrol Gold Coast 600 is on track to be one of the biggest and best parties V8 Supercars has ever hosted.

V8 Supercars CEO James Warburton today joined six-time V8 Supercars Champion Jamie Whincup and acting Gold Coast Mayor, Councillor Donna Gates at the Surfers Paradise circuit, with the track build well underway.

With 25 days to go, Warburton said ticket sales for this year's event were trending strongly and the attendance could surpass 200,000.

Warburton said new grandstands and corporate platforms had been added to meet the increased demand, including the Beach Club, above spectacular Narrowneck Beach.
