(GMM) Charlie Whiting did not as scheduled visit McLaren's headquarters on Friday.
The FIA's technical delegate had been invited to Woking to inspect the rear wing design of the MP4-25 car.
The controversy about the legality of the design, with air reportedly channeled through a 'slot' to increase straight line speed, was revealed earlier this week by Christian Horner, who said Ferrari was also seeking a clarification.
Sources said the Friday inspection did not occur because Whiting's flights from Brazil were delayed.
McLaren team boss Martin Whitmarsh, and also a spokesman for the Paris based Federation, said the FIA is not concerned about the design.
"We have been in contact with Charlie over a period of several months to check that it complies with regulations. We have been assured that it does," Whitmarsh insisted.
It is believed Whiting still intends to visit Woking, perhaps as soon as Saturday afternoon.
