Penske not buying Indy Roger Penske, Keselowski’s car owner who is seeking his first Cup championship, said he won’t be a bidder if the Indianapolis Motor Speedway is offered for sale. The IMS Corp. has hired an outside consulting firm to conduct a strategic business review and recently fired IndyCar series CEO Randy Bernard, who had talked to PIR about a 2014 race.
