FIA Announces World Motor Sport Council Decisions

Hosted by FIA President Jean Todt and FIA Deputy President for Sport, Graham Stoker, the World Motor Sport Council gathered today in Paris during the 2019 Annual General Assembly for its fourth and final meeting of the year.
The following is a summary of the meeting and the main decisions taken:
FIA Formula One World Championship
The Council approved a number of changes to the 2020 Technical and Sporting Regulations, including:
- Wording relating to the sampling and testing of fuel at the events to incorporate reference declarations
- The reinstatement of the checkered flag as the definitive end-of-race signal
- Wording to prevent teams from covering their cars during winter testing, in order to make these events more appealing to the media and fans
- Minor corrections and adjustments to articles in both sets of Regulations
A consultation phase with the teams and BBS was conducted under the arbitration of the FIA Technical Department, with some resultant minor changes to the initial specification being approved today.
Following the pre-selection of Magneti Marelli for the fuel primer pump, and of Bosch for the high pressure fuel pump and piping by the Council on 30 July 2019, a phase of consultation with the teams, Power Unit manufacturers and the two prospective suppliers was conducted under the arbitration of the FIA Technical Department. Today, the Council proceeded to final appointment of the two suppliers.
FIA World Endurance Championship
[adinserter name="GOOGLE AD"]Competitors in the Le Mans Hypercar category in the FIA World Endurance Championship must enter a homologated car under the name of an automotive brand.
A personnel limitation has been introduced in the Le Mans Hypercar category, with a maximum of 40 operational staff permitted, or 43 for Competitors entering a car homologated with an ERS.
The nomenclature of World Championship titles is agreed as follows:
- FIA World Endurance Drivers’ Champion (Le Mans Hypercar)
- FIA World Endurance Champion (Le Mans Hypercar)
- FIA World Endurance Drivers’ Champion (Le Mans GTE)
- FIA World Endurance Manufacturers’ Champion (Le Mans GTE)
FIA World Rally Championship
Following the confirmation in June of key changes to the FIA WRC regulations for the next era of the competition, the Council has approved the principles of the 2022 Technical Regulations for the Rally1 class (formerly WRC), with the intention to finalize the details in the first quarter of 2020. This includes hybrid technology and the option to use a production-based bodyshell or a tubular structure, in both cases maintaining the current size guidelines, with a system of scaling to allow manufacturers to adapt their rally car from different models.
A standardized crash structure, defined by the FIA in close collaboration with the manufacturers thanks to extensive testing on the current WRC cars, will aim to improve safety standards and simplify the development process for the teams. Performance will come from an ICE engine, based on the current specifications but with controlled development costs and supported by a 100kw hybrid emotor. This unit will be the same for each of the teams, using common hardware and software strategies, making the cars capable of running in cities on electric power only and giving them an electric “power boost" that could be deployed on special stages. The aggressive aesthetic of the current WRC cars will be carried over to new generation vehicles.
To offer WRC teams more opportunities in the context of their participation, manufacturers are now able to enter an additional one-car team with a separate competitor identity and will not be permitted to score points for the main WRC factory team.
FIA World Rallycross Championship
The Council approved an 11-round calendar for the 2020 FIA World Rallycross Championship including a return to Germany and for the first time the Nürburgring, where a section of the Grand Prix circuit will be used. The second new event will bring an FIA Rallycross Championship competition to Russia and is scheduled for mid-July on a brand-new circuit built inside the Igora Drive motorsport complex, north of Saint Petersburg.

In the context of the series’ electrification from 2021, the energy supplier for both the World Rallycross Championship and Junior Rallycross Championship is confirmed as GCK Energy.
FIA Karting Championships
Panta is confirmed as fuel supplier for the 2020 FIA Karting Championships – Europe (except Superkart) and for 2020 and 2021 in the FIA Karting European Championship – Superkart.
LeCont is confirmed as tire supplier for the 2020 FIA Karting World Championship – OK, and FIA Karting European Championships – OK and JUNIOR.
Vega is selected for the 2020 FIA Karting World Championship – KZ, FIA Karting European Championship – KZ, the FIA Karting European Championship – KZ2, the FIA Karting International Super Cup – KZ2 and the FIA Karting Academy Trophy.
MG Tires is selected for the 2020 FIA Karting World Championship – JUNIOR.

The title of FIA WTCR World Touring Car Cup – Winning Rookie Driver will be awarded to the newcomer scoring the highest number of points.
The Council approved a three-year extension of the WTCR promoter agreement between the FIA And Eurosport Events.
A Touring Car Lite category for small, B-segment touring cars is approved, with the aim of using this set of regulations at regional and national level, forming the base of a touring car racing pyramid.

Cup and Trophy titles have also been revised and while the World Cup for Drivers, Co-drivers and Teams, as well as the T3 Trophy for Drivers remain, a new T4 Trophy has been added for Drivers and Teams. The Trophy for T2 Drivers and Teams, as well as the T3 Teams title, will cease from 2020.
The calendar for the 2020 FIA World Cup for Cross Country Bajas has been confirmed as follows and, from next season, a competitor or entrant’s six best scores will count towards the titles.

Following the approval of the Rally3 technical principles, the first draft homologation regulations have been presented to the WMSC for application as from 1st January, 2021. This new 4WD group will be open to cylinder capacities of 927 to 1620 cm3, to propose the widest possible basis of eligibility. Power will be independent of cylinder capacity (210 hp target) and will be managed by a restrictor.
Pirelli will be the single supplier of the FIA ERC3 Junior Championship for a period of three years from 2020 to 2022.
A number of changes have been made to the Regional Rally Sporting Regulations.
In the FIA ERC and MERC championships, all the results less one will be retained for the final standings to simplify and harmonise the sporting regulations and encourage close competition all the way up to the end of the season.
The maximum duration of FIA ERC events is reduced to four days including reconnaissance to reduce costs for competitors and organisers.
Rally5 cars will be authorised to score points in the FIA ERC3 Junior and ERT Junior championships.
With the aim of giving flexibility to the organisers and encouraging the participation of competitors, hand cutting of tyres will now be permitted in tarmac events of the FIA European Rally Trophy.
In the FIA African and Middle East Rally Championships, T4 Cross-Country cars (formerly T3-Series), suited to the terrain, will now be eligible.
For all Rally 2 cars competing in Regional Rally Championships, the use of old parts is now allowed after the application of a joker – except for jokers related to safety or reliability.

FIA Hill Climb Commission
The organisation of the FIA Hill Climb Masters was granted to Portugal and will take place on 9-11 October 2020 in Braga.
Performance Factor will be introduced as a new categorisation of closed car in the FIA European Hill Climb Championship, the FIA International Hill Climb Cup and the FIA Hill Climb Masters.

FIA Safety Commission
The findings of the Spa Formula 2 Accident Investigation were presented to the Council, together with recommended actions. Further communication will follow later this month.
The Council approved a proposal to update the Super Licence points table as of 1 January 2020. The number of points assigned to the FIA Formula 3, Formula Renault Eurocup and Toyota Racing Series New Zealand championships have been revised.
The F3 Regional Japanese Championship certified by FIA and Japanese Super Formula Lights will be considered for the Super Licence Points system.
The final update relates to the name of the championship Formula Mazda that has been updated to Indy Pro 2000.
The proposal will be implemented from 1 January 2020.
A new standard of racing nets, one of the most cost-effective pieces of safety equipment, has been approved in order to complete the 360° cockpit protection for drivers participating in circuit events. Due to the difficulties in effectively installing the nets, an alternative installation proposal by attaching the racing nets directly to the seat was approved. This solution allows the nets to be positioned closer to the driver.
