Did NASCAR fix Kansas race?

This Winston Salem Journal article lays out several arguments of why NASCAR gave Biffle the race win last Sunday in Kansas because it appeared Greg Biffle ran out of gas and was not able to keep up with the pace car on the final lap. Other cars passed him and followed the pace car until it came to a stop and the argument is that NASCAR wanted to give Biffle the race win because his Roush Ford had not won for so long.
