F1 unlikely for new A1-Ring

Should Champ Car ever go back to Europe there appears to be any number of tracks that could host a race. What we want to know is how come the rumored street races in Manchester, England quietly went away? Was that Bernie doing his magic behind the scenes to stunt any competition?
