Three lap penalty for intentionally causing a caution

NASCAR officials announced during the drivers meeting Sunday morning at Martinsville that they would enforce a three lap penalty for any driver that intentionally causes a caution during the race. The rule will be in effect for at least the remainder of the year.

Why will the rule only be in effect the remainder of this year, why not forever? Only in NASCAR!
