Did Massa get a free pass?

What happened to the rule instigated earlier this year stipulating that cars on track during qualifying must run no slower than 120% of the drivers fast lap?

During the second session Ferrari's Felipe Massa clearly was running very slowly back to the pits on his cool down lap. While he did not seem to impede either of the McLaren drivers, the fact is he was way off the 120% limit to save fuel.

Let's not forget, both Hamilton and Kovalainen were docked 5 grid spots during the Malaysian GP for driving too slowly on their cool down laps. This was one of the reasons the rule was introduced.
