Not before 2010 until Champ Car allows others entry

If this ChampCar.ws article can be believed, if the Champ Car series continues its healthy rebound through '09 it's likely that a competing engine manufacturer or two will want to come into the Champ Car World Series in 2010. If that happens I'm sure Champ Car will announce firm restrictions on engine supply rules and how and where the manufacturers can spend their money. That period of time, starting in 2010, will likely provide the first test of Champ Car's ability to work effectively with competing manufacturers, always the acid test for any automobile racing sanctioning body. The article goes on to talk about possible engines of the future, but draws no conclusion other than piston engines fueled with petrol will probably be around for quite awhile.
