They ruled the energy drink-owned team caused a near-collision by releasing the 22-year-old German Sebastian Vettel at a dangerous moment into the pitlane.
It is believed the ruling related to a moment between Vettel and Williams' Kazuki Nakajima during qualifying.
Stewards also penalised Timo Glock after the qualifying session for impeding the Renault of Fernando Alonso in a "potentially dangerous" manner.
The Toyota driver was demoted three positions, but as he qualified a disastrous 19th, he actually only drops one spot to the very back of the pack.
It is believed the Japanese team will take the opportunity to start the German with a full fuel load from the pitlane of his home race on Sunday.
"That was definitely a disappointing result," Glock said, explaining that the cold temperatures mean the TF109 does not activate the Bridgestone tyres.
