Tight going at Richmond

Each pit box is 39 feet in length this year at Richmond due to the increased number of cars. Last year at Richmond, each pit box was 45 feet in length. The pit boxes are three feet shorter than they were at Milwaukee and one foot longer than they were at Iowa. Why are they racing at this Mickey Mouse facility again?
