Weekly NASCAR cheating report

Kevin "Cowboy" Starland, crew chief for Rick Crawford's Circle Bar Racing Craftsman Truck Series team, for violations at Texas Motor Speedway last year. Starland was fined $1,000 for using added weight in less than five-pound blocks and weight that was improperly attached. The infraction was discovered during prequalifying inspection.
