NASCAR: Ryan Newman loses appeal
The National Motorsports Appeals Panel today heard and considered an appeal of a Safety penalty issued on Oct. 25, 2023 to driver Ryan Newman in the NASCAR Cup Series.
The penalty concerns the following sections of the 2023 NASCAR Rule Book: Section 8.3.2. A Driver Responsibilities; 14.3.1.1.A&F Driver Protective Clothing/Equipment. The penalty issued was a $10,000 fine.
Upon hearing the testimony, the decisions of the National Motorsports Appeals Panel are:
- That the Appellant Ryan Newman violated the Rule(s) set forth in the Penalty Notice.
- That the Panel affirms and upholds the original Penalty assessed by NASCAR.
In reaching the above decision, the panel provided the following explanation: “We reached this conclusion because it was demonstrated that Ryan Newman didn’t wear the proper safety equipment during practice and qualifying. In the absence of a specific fine for the infraction, we listened to NASCAR’s description for how they arrived at the $10,000 penalty. However, the panel suggests NASCAR establish a policy that all safety violations have a published range.”

The Appellant Ryan Newman has the right to appeal the decision of the National Motorsports Appeals Panel to the National Motorsports Final Appeals Officer in accordance with the NASCAR Rule Book.
Original Post (10-25-2023): NASCAR has issued a variety of penalties across all three series following last weekend’s races at Homestead-Miami Speedway.
Cup Series
#51-Ryan Newman – Violation of Sections 8.3.2 A; 14.2.1.1 A & F: Driver Responsibilities & Driver Protective Clothing/Equipment.
Ryan Newman has been fined $10,000.
Xfinity Series
No. 74-Dawson Cram – Safety Sections 8.8.10.4 C: Tires and Wheels. Lug nut(s) not properly installed.
Crew members (Taylor Collier and Dale Hollifield) have been suspended from the NASCAR Xfinity Series for the next two events, through Phoenix.
No. 21-Austin Hill – Safety Sections 8.8.10.4a: Tires and Wheels. Lug nut(s) not properly installed.
Crew chief (Charles Street) has been fined $10,000 and suspended from the next NASCAR Xfinity Series event.
No. 19-Joe Graf, Jr. – Safety Sections 8.8.10.4a: Tires and Wheels. Lug nut(s) not properly installed. Crew chief (Jason Ratcliff) has been fined $5,000.
Craftsman Truck Series
No. 98-Ty Majeski – L1 Sections 14.14.1.C: Front Suspension.
Team and driver have been assessed with the loss of 10 points.
No. 15- Tanner Gray – Safety Sections 8.8.10.4a: Tires and Wheels. Note: Lug nut(s) not properly installed.
Crew chief (Jerame Donley) has been fined $2,500.
Homestead No. 17 Safety Sections 8.8.10.4a: Tires and Wheels Note: Lug nut(s) not properly installed. Crew chief (Jacob Hampton) has been fined $2,500.
NASCAR
Matthew Nelson – Behavioral (SAP) – Sections 4.1 & 10.1.A. Indefinite suspension from NASCAR.
Chris Hacker has been reinstated and he is eligible to return to all NASCAR activity.
